Introduction to Consultation 3

Consultation 3 will address a key issue raised in the Listening Phase whether operators that acquire a  licence can transfer that licence in the future to an individual such as a family member or via the purchase of their company. Having a clear management framework model with agreed access arrangements/criteria will help inform this decision and allow a focussed debate.

Other important areas of detail that will be discussed will include the fine detail concerning the review of the legislation, the access arrangements/criteria and finalising the regulating order boundary with specific coordinates.

Additional engagement prior to Consultation 3

Following their meeting of 19 October 2022 when the IFCA agreed the NEW JAMAICA management framework, the Chairman of KEIFCA in consultation with the Vice-Chairman and Chief Officer agreed to add an additional step in the Consultation 3 process whereby stakeholders could submit suggestions as to the application or detail of wording and/or processes under the NEW JAMAICA framework. All stakeholders were written to on 20 October 2022 to make them aware of this step.

Written proposals were required to be submitted to the Authority by 7 November 2022 to be included in the 22 November 2022 Authority meeting papers. Proposals needed to be in the spirit of the framework and proposals presented on behalf of a group of stakeholders or an Association would be given greater weight when the Authority discussed and reviewed any proposals.

Oral evidence hearing - individual stakeholder views

Oral Evidence Hearing 10th & 11th January 2023

On the 10th and 11th of January 2023, members of the community were invited to give their views on the options presented within Consultation Three. In advance of filming, each person giving evidence was invited to make a prepared opening statement. Based on the statement the KEIFCA Members Panel then asked a series of follow-up questions based around the key issues in Consultation Three.

Meeting papers - 7 March 2023
